EPR Paper Tax France
The Paper Tax came into force in January 2005 as part of the French Regulatory Environmental Code.
The aim of the legislation is to reduce the amount of paper being disposed of in general household waste instead of being separated and recycled. The principal organisation assisting companies affected by the Paper Tax is Ecofolio.
Do I need to Register?
If you manufacture, sell or import paper products into the French market, then you may need to register and pay for Paper Tax with a French EPR Provider. In particular you will to be obligated tp register under the Paper Tax if you place over 5 tonnes of paper on the French market every year. The weight of an individual printed paper item should be smaller than or equal to 224g/m². Specific examples: newspapers, magazines, letterpaper, administrative forms, postal envelopes, instructions and user manuals, posters, decorative paper, news publications. Moreover, if you are an Amazon seller, as of 1st of January 2022 it is also an Amazon Seller Central requirement for all vendors selling goods that fall under French EPR to register with and EPR Service Provider.
France requires that you make yearly declarations for paper recycling and the data is based on the total tonnage placed on the French market in the previous calendar year.

Answer: EPR Registration cannot be done under the name of the Authorised representative. Whoever puts the product on the market needs to register for EPR.
Question: Are all the EPR projects in France registered with companies? Is it not product based?
Answer: Yes, it is all about the company that puts the product on the market, not the product / brand.
