Lithuania Cuts Its VAT Rates in 2023

Effective January 2023, the VAT rate for some products and services has been cut to 9% in Lithuania.The decreased VAT rates will have an effect on electronic publications, accommodation, and event services.

 

Some of the VAT rate adjustments included in the amendment to the VAT Act are permanent, while others are only in effect until June and December 2023, or for an indefinite duration.

 

The modifications to the VAT rate are as follows:

  • eBooks and electronic non-periodical publications will be taxed at 9% rather than the regular rate of 21%. This is a permanent modification to the VAT rate.

  • Accommodation and entry to artistic and cultural events will be taxed at 9% indefinitely, unless they are exempt.

  • Changes to the VAT rate on catering and takeout services: the 9% charge will be in effect until December 31, 2023.

  • Alcoholic beverages are excluded from the lower VAT rate.

  • Change in the VAT rate for public admission to events: the 9% rate will only be in effect until June 30, 2023.
